Basic Preloader

Don't use a Preloader unless you're sure your movie needs to be preloaded. Usually movies around 15-20k would not need one. So check the file size before making a preloader.
Have your main move ready. Mine is around 78k, so I'll need a loader for it. Now write down the last frame number that's on the last scene of your movie. You'll need this later. Mine is Frame 385.
Now make a new Scene by going to Insert>Scene.
Open the Scene panel by going to Windows>Panels>Scene. Double-click on Sence 1 and rename it to "Preloader".
On the Scene Panel, drag the Preloader scene above Scene 1 (your main movie).
Next we'll create the movie that visitors will see when they wait for the Main Movie to load. On the Preloader scene, choose the Text Tool and click in the movie area. Type the word "Loading". Click outside of the movie area to deselect when finished.
Right click on Frame 10 and choose Insert Keyframe. Then right-click on frame 5 and Insert keyframe. Now press the Delete key so you erase the text from frame 5. By deleting the text on Frame 5, we have created a blinking effect. The word "loading" will blink until movie is loaded.
Double click on Frame 1. This brings up the Actions window. Click on Basic Actions. Double click on "If Frame Is Loaded". Now where it says "Scene", Choose the last scene in your project. If you only have one scene like me, then choose that one. Where it says "Frame", enter that number you wrote down. Keep the Actions window open.
Under Basic Actions, double-click on "Go To". For "Scene" select "next scene". Now double-click on Play.

Double click frame 10. Now double-click Go To. Where it says Scene:, select "Scene 1". Where it says Frame:. Enter 1. Close the Actions Window.

Test the movie or export the movie from here. You are finished.
